General Magno Armani winced as his plane touched down in Kremaras's airport; the dead of night and cold air only making his troubled thoughts run more rampant through his mind. He didn't like relying on foreign powers like this, much less one both so powerful and so close to Ventica proper that it could likely wield great influence over his country if its leadership wished to do so. He wondered what his commanders, his soldiers... what all the people who looked up to him would think if news of his meeting were to spread uncontrollably upon his return. Would they think him a sellout, one who simply paid money to attain victory? A traitor, one would would turn to a potentially hostile state so easily out of desperation?
...and yet, he thought, he had no choice. Without a proper backer to support it, just as the enemy Council had obtained in the form of Anacodia, the Directorate - surely, the only proper, legal government for the Ventican people; the one that had ruled the country's core since even before the civil war had broken out - despite its soldiers' training, discipline, and military rigor, would surely be forced to surrender sooner or later. It was terrible, and yet he, with his years of military training and experience, knew that what was effectively just a fifth of a proper country whose divisions were equipped with little more than largely outdated equipment could stand no effective chance against even a fraction of a leading global power's military might. At the very least, he would have to hope these possible benefactors of his would be both generous and kind with the scope of their aid and demands; for both his and Ventica's sakes.
Now stepping out of the plane, he could already, looking far down the runway, see the Krimeran governmental vehicles approaching him. With the two assistants he had brought with him in tow, he quickly adjusted the papers and files he had brought with him before taking a formal position next to the aircraft's side to await the nearing personnel he would soon be acquainted with.

A convoy of armoured vehicles roll out onto the tarmac of the airport, the government vehicle in the middle of the pack. As the vehicles approach the General, the armoured vehicles fan out and create a perimeter as the casual government vehicle pulls up. A well dressed man in a black suit exits the vehicle and heads to the General to introduce himself. "Greetings General, I am Anatoly Zakhaev, I work closely with the Supreme Leader. Please follow me quickly, there is much to talk about."
With that, Zakhaev leads the General and his assistants to the vehicle, driving away quickly with the convoy once the doors close. As the convoy rolls through Kremaras, the streets are empty except for a few police and street cleaning vehicles driving about. Eventually the long line of vehicles pull into the compound of the Supreme Leader and the vehicle the General is driving in stops at the front doors, of which Viktor Kruschev stands to welcome him. "General Armani, welcome to Krimera, I would've wished it was under better circumstances. Please, follow me inside to my office."
Kruschev then guides the General through his home and into his office where he motions the General to a seat before sitting down on the chair next to it. " I understand that current predicament of what is going on in Ventica and that there are foreign powers involving themselves in its affairs. I am offering my nation as another power, but for you and the Directorate. Krimera the largest arms manufacturing and military force in the region with the us being the second most scientifically advanced. The reason I am offering my services is due to Ventica sharing a border with Krimera and that any other faction other than yours being in control will produce a terrible outcome for my nation and its people."

Before responding to Kruschev, General Armani produced an antique pen from his pocket and provided it to one of his assistants; a somewhat young, blond-haired woman. He wanted to ensure that the important things discussed at this all-too-vital meeting were kept track of - either to employ them in the future to improve his own image, or to know what to cover up to keep such an image from deteriorating. After all, military rule, to at least some extent, depended on others' perception of the man in charge - if he was seen as too untrustworthy or weak, his subordinates could begin to form treacherous ideas of their own in an attempt to seize power; ideas that would surely, if acted upon, lead the Directorate to ruin.
"Mr. Kruschev", Armani began, "I suppose I should first begin by asking the basics; what sorts of weaponry would you be willing to provide to the Directorate cause, and what might I have to give up or trade in exchange for it? The forces under my command, while they've been handling their own well enough thus far into the war, have begun to be overwhelmed by the more advanced weaponry provided to Council forces by Anacodia; while we do have some domestic weapons manufacturing capabilities of our own, the loss of controlled land as a result of the conflict and the need to prioritize creating more weapons instead of creating new, improved ones with the resources available to us has drastically hampered our efforts to produce technologically improved equipment. However, with that being said, I do realize that Krimera would likely not be the sort of state that would just gift such support with nothing provided in return; once the war'd conclude, I'd be willing to provide a certain level of mining rights in Ventica's northern mountains, an advantaged position for the Krimeran government or its businesses when accessing Ventican commercial markets... just, well, name your demands, and... within reason, I could probably try to see what I could do to meet them."
Upon finishing his turn in the conversation, the general shifted in his seat somewhat. While he didn't like saying upfront what he'd be willing to offer in exchange for Krimeran support, he thought that perhaps a show of mild humility in the face of a, to him, admittedly much more powerful man would allow him to get more out of this meeting than he might have otherwise been able to.

"Well, I would be willing to directly supply your troops with current generation Krimeran small arms, equipment, and personal protection gear. I can assure you that the gear I will be providing will be more than enough to offset the advantage your opponents achieved by siding with the Anacodians. If necessary, I am willing to provide you with armoured support through tanks and IFVs under Krimeran operation. In return I request the mining rights to the Northern mountains as you offered, free trade between our two nations after the conclusion of the war, and a mutual alliance in defending this continent from foreign threats. As you may understand, I don't take possible threats against Krimera or her people lightly."
He coldly stares at the two assistants in the room before motioning towards a couch nearby. "You can take a seat too if you wish." He says with a grin before turning back to face the General. "So what do you say?"

The woman who had been provided the pen continued to stand while writing down what was being said on her note-taking sheet, a faint expression of worry overtaking her face. The other assistant who had come with General Armani - a somewhat older, brunet man - sat down on the nearby couch, attentive to the dealings taking place between the two leaders. Though his expression was more neutral, one could tell that he was likely readying himself to intervene if his superior was threatened or otherwise placed in danger; his noticeably tense posture and darting glances to the two men and around the room betrayed such a notion of his.
"...yes", the general replied, "though complete mining rights within the aforementioned mountainous region may be harder to convince my administration to acquiesce to, I am sure that I will be able to sort out an agreeable arrangement concerning the matter... along with fulfilling the other two requests, that is. On a related note, however; if, say, Anacodia were to get itself further involved with that Council, and your Federation were to interpret that as a threat to its security, how much more directly would you be likely to involve yourself in my Directorate's internal affairs? Though, in such a scenario, such a hypothetical level of further involvement would be in the interests of "geopolitical security" or what have you, as you may understand, it would be a terribly bad look for me to have Krimeran tanks running down the main streets of Altasena to enforce order. Essentially, if at all possible, I would like to receive a guarantee from you that such a sort of heavy-handed approach by your state's forces would not be in the cards, so to speak, at least if not requested first by Directorate officials."

Kruschev looks to the woman and gives her a quick wink before turning back to the General to speak. "I completely understand that it wouldn't be right of me to demand complete mining rights to your mountains, do not worry there as I wish for both of us to gain forom the resources there. As for the Anacodia situation, I would never meddle with the internal affairs of the Directorate. I am willing to work with your Ministry or Department of Defence, whatever you may call it, and work for the best interests of both of us so that we may gain mutual security against the threat. I do not aim to have my troops push around your countrymen, less so to attempt bringing order to them. I believe that is more suited for your own troops compared to a face foreign to your nation. We Krimerans wish for a simple and secure life, foreigners from across the ocean threaten that wish. Once again, I confirm that my primary goal is to secure the Directorate and greater Ventica from outside hostilities that may also threaten Krimera."

General Armani let out a sigh of relief as his male assistant, still sitting, relaxed his posture somewhat. Perhaps Kruschev - and, with him, the Krimeran government as a whole - wouldn't be as unreasonable as he had previously worried they might be.
"I thank you for your guarantee not to directly intervene in the Directorate's internal affairs unless, well, requested to do so first; it shows a certain level of... oh, proper legality and honesty, for lack of better terms, present in the Krimeran leadership that certain subordinates of mine were worried might not be there due to one regrettable suspicion or another."
He took a moment to breathe, calm his nerves, and collect his thoughts before proceeding; ever aware of the Krimeran Supreme Leader's presence before him. Upon hearing his female assistant finish catching up, with her pen now drawn back from her paper, he continued.
"Now, with that matter hopefully settled, there were two other propositions I had wished to raise here today. Firstly, as a result of the terrible war Ventica has been tortured with for the past several years, much of the infrastructure across the country - of which arguably most important is its former highway system completed shortly before the conflict broke out - has been damaged, destroyed, or otherwise rendered unusable. In the case my forces are able to secure a victory in the war, might the Krimeran state be able to provide some level of assistance in repairing such facilities? Furthermore, and this is just on a simple whim of my own, would the Directorate be able to secure a supply of school textbooks from the Krimeran government - printed in the Ventican language, of course - to use in its education system? With a shortage of such things, particularly in regards to materials concerning mathematics and the hard sciences, effectively in place due to the war, I worry that Ventican students within military-held territory might be academically falling behind both their peers living within other Ventican factions' lands along with students learning in other nations entirely. Of course, as was previously noted, this is just a request of my own, so I wouldn't think it'd be all too bad politically, relatively speaking, if you were unable to fulfill it for one reason or another."

"I can easily see Krimera giving a helping hand in restoring, and even improving upon your current infrastructure. I can see airports, train tracks, and improved roads in your future with Krimera's assistance. As for the educational textbooks, I see no problem other than the need for Ventician translators. As you may know, Krimeran education is one of the best in the world, and I see the textbooks as an easy way to warm up your fellow countrymen to Krimera and her peoples. If requested, I may be able to spare some professors to teach in your national university, or some simple teachers for your other educational institutes."
Kruscehv waits for the female assistant to finish writing before speaking. "I see victory in your future, General. But as we both know, it comes with a cost. In Krimera, we have a building called the Hall of Valour. Within, we write each and every name of Krimera's fallen soldiers, even the enemy from The Revolution. A special unit is responsible for its security and safe keeping. Their motto is what resonates in my head now, 'Mir pavshim,' Peace to the Fallen. It is a motto that I want you to remember, as it is a guiding phrase to treat the fallen of the enemy with the same respect you would give your own. They have served their nation well, though against your own government. So treat them with dignity and respect." Kruschev looks into the eyes of the General with a somber look.

Armani momentarily thought to himself, hand on his chin in concentration, before responding to the Krimeran.
"Yes, those are certainly fine sentiments, Mr. Kruscehv. As things currently stand, I do implore my forces to fight their foes using... legal methods, ones not purposefully inhumane in nature, anyway, and I have ordered the punishment of more than a few otherwise able Directorate soldiers throughout the course of this war for carrying out one crime or another against enemy soldiers or civilians. Regrettably, too much devotion to a cause may certainly make a given man unable to think straight in times as tough and chaotic as the ones Ventica now finds itself in..."
He briefly paused yet again before continuing; his expression refocusing from one of grim memory to another of more direct focus.
"I must ask you, though; did you have an ulterior motive for bringing up such a moral law of conflict in addition to simply having it be resaid for clarification's sake? Apologies for my... inquisitiveness regarding the matter; though you did provide an excellent guarantee of a sort earlier, you do still have that sense of the unknown in your character that makes your intentions unclear, especially to one such as I with, unfortunately, little training in the area of formal diplomacy."

"The words I spoke, I speak from the heart. War makes beast of men, but I use a code of honour in order to keep me away from the maws of those beasts. The Law of War is also something I follow, those in violation of those laws I despise. So I ask of you, fight so that even the defeated respect you, do not resort to cheap tricks or illegal acts. An honourable defeat is better than the disgraceful victory."
He reaches for a nearby glass of water and takes a sip before continuing. "My intention is to ensure my good will, to the Directorate and the greater nation of Ventica, is not sullied by deplorable acts committed to ensure a victory. I already know many governments across the world despise Krimera, what she stands for, and who I am. Therefore, my goal is to ensure that the animosity towards Krimera isn't raised, but lowered. Otherwise, I seek the betterment of my people, which I am doing right now by making sure Ventica becomes a stable neighbour."
He places the glass back down. "I wouldn't worry about your formal diplomacy, I didn't receive much training either. But you eventually learn it, as at your rank, your job becomes more and more diplomatic in the transition from wartime to peacetime."

General Armani waited a moment, eyes closed, to carefully process the Krimeran's words before responding.
"I must say, you do speak wisely, Mr. Kruscehv. I can only hope that such wise-ness can accordingly translate to a fruitful relationship between Krimera and Ventica for, as one might say, the mutual prosperity of both of our nations."
While the two men continued to speak for a while further about more minute deals concerning the already agreed-upon terms, the tension that had been present in the room at the start of the meeting slowly began to relax; Armani's male assistant began thinking about how he could assist his superior with implementing the terms of the meeting back home, while his female counterpart loosened up the formality of her posture and writing flow to adopt a less tense stance. By the end of the meeting, Armani's hesitancy about meeting with the Krimeran had almost entirely dried up, and he considered himself to, all things considered, have come away from the meeting with a wholly satisfactory deal; perhaps one not perfect in nature, but still one that he could confidently present once he returned to Directorate territory.
Upon leaving Kruscehv's office - and after his two assistants had already made their way outside to the waiting Krimeran escort convoy - Armani turned to look at his counterpart for a final time. Taking off his hat and giving a light bow of respect, he gave his parting comments.
"I have found you to be a respectable and generous man, Mr. Kruscehv. For both our sakes, let us hope that the diplomatic progress achieved here does not go to waste."
After using one last moment to give another bow, and with his words of departure now delivered, the General took his leave.
